I, being from Cali (now overseas), still take interest in the state matters, and I still have lots of friends there.
When I saw the format of this article, I thought, naaa, that can't be. It looks like classic *rumor* and fear.
Well, I searched google for something like "california 10.23%", and came upon this:
A simple to read, 1.5 page document from the Tax Board legislative division.
I can't believe it. It looks *very* true. There is a minor criss-cross of the info in the original post, however - and that mixes up the 10% and 10.23%. The withholding increase is 10% for normal folks, the 10.23% is the amount of withholding for stock options and bonuses.
What's not clear to me however, is whether or not the 10% increase is GROSS or 10% additional of whatever they currently withhold, which would be a much smaller number than 10% of your gross. This should be for someone else to answer.

PS - I hear (and several friends confirmed) that a "benefit" of the unemployment problem in SoCal has resulted in FAR LESS traffic jams, accidents, etc. That WAS as staple of Los Angeles.
